The Assessors Office has four full time employees, one Personal Property deputy, one Real Estate deputy, and two data collectors, who have received their Basic Assessment Training Certification from the West Virginia Tax Department.  Real Estate may be defined as consisting of all parcels of surface real estate, all buildings permanetly affixed (when owned by the same owner of the land, and most mineral real property interests.  We are responsible for the assessments and valuation of over 13,000 parcels of real estate.

Personal Property includes automobiles, trucks, mobile homes, aircraft, boats, campers, motor homes, ATV's, motorcycles and trailers.

Property is appraised annually at it's true and actual value.  The Assessors shall obtain a correct description of all personal property.  We are required to visit all real estate at least once every three years.  All property is to be at market value on an annual basis.

The Assessor is to finish the work of assessment and complete the land and personal property books not later than the 30th day of January.  Land and Person Property Books are to be completed in time to submit to the Board of Equalization and Review no later than the first day of February of the assessment year.

The Assessor shall furnish the Recorder of Clerk of Towns, Secretary of The Board of Education, Board of Education and the County Commission, annually, no later than the third of March, certification of the assessed values to prepare their budget exstimates and lay the levy.

After levy rates are certified to the Auditor, they are certified to the Assessor and are entered into the computer to allow the Sheriff to print tax tickets.  Assessors determine values in turn, the levies set by levying bodies, including access levies, determine the tax revenue.
